Import Rules and Regulations on Japan used cars in Uganda

Uganda, officially the Republic of Uganda is a landlocked country in East Africa. Like in other African developing countries, Japanese used cars are also popular in Uganda due to their quality, technology, low mileage, durability and cheaper prices. Uganda offers a great market for used cars from Japan. Plus there are no strict import rules and regulations on the importation of used vehicles in Uganda. To manage the import process, used or new cars imported from Japan are subject to some rules and regulations.


No limitation on the age of cars imported in Uganda. Also one can import both Right hand drive and Left hand drive type of vehicles in Uganda.

Uganda National Bureau of Standards (UNBS) has appointed JEVIC to conduct a compulsory “Road Worthiness Inspection (RWI)” on the used cars to ensure that it meets certain standards. Inspection carried out by JEVIC ensures that the imported vehicle has genuine mileage, no damage to the chassis, all properly working lights, no major rust, safe tires to drive , good working brakes and the constant velocity joints are not worn out. The car should be environment friendly, i.e. it should not emit any toxic gases due to malfunctioning of engine and rusted parts. As there is no age limitation on cars imported, road worthiness inspection is conducted to prevent entry of un-roadworthy vehicles into the country which is a threat to the life of citizens and the environment.

Uganda being surrounded by land from all the sides do not possess a port of its own, thus to import a Japanese used car to Uganda either the port of Mombasa in Kenya or Dar-Es-Salaam in Tanzania can be used, both being equal in terms of cost related to the import of the vehicle. For smooth clearance of the vehicle from the port, the used car importer must follow the procedures personally or can use an agent.

  1. Taxes and Duty :- The Custom duty value in Uganda is determined in accordance with The General Agreement on Trade and Tariffs (G.A.T.T) valuation method.

    • Import Duty :- 15% of dutiable value
    • VAT :- 17% of VAT value
    • Import commission :- 2% of Dutiable Value
    • Withholding Tax :- 4% of Dutiable Value
    • There is an excise duty of 10% on selected cases. There is also duty remission on some commercial vehicles.
  2. Documents required for port clearance :-
    • Original Bills of Lading.
    • Two clear negotiable Original Bills of Lading.
    • Work Permit (copy).
    • Immigration Permit.
    • Certificate of Residence Change.
    • Attestation reservation de cale.
    • The consignee's original passport.
    • An invoice or valuation for the vehicle.
    • The original logbook of the vehicle or the original export documents from the country of origin.
    • Inventory in triplicate, English, detailed, valued, signed and dated by the customer.
    • Electrical powered items should be shown with serial numbers.
    • A Tax Identification Number will be issued and obtained for the consignee by the consignee local employer in Uganda.

It is a must to be registered with Tanzania Revenue Authority and have your Tax Identification Number (TIN) before clearing the car into Tanzania Customs Regulations.

It is actually easy to import a vehicle into Uganda. Buyer just has to get the vehicle imported, custom cleared, insured and registered in Uganda. For smooth customs clearance, it is important for importer to be well-known with the regulations.
